In November 2024, the WFP Executive Board approved the interim Country Strategic Plan (iCSP) for WFP Ukraine for 2025-2027. Strategic Outcome 2 (SO2) focuses on implementing self-reliance and food systems programming in Ukraine, including links to assistance at the household and community level after humanitarian mine action. As part of its efforts to start transitioning from emergency to recovery and resilience-building interventions, WFP is looking for a Programme Associate (Resilience and Food Systems) who can support day-to-day operations for the implementation of the livelihoods and local food systems portfolio. 
The incumbent will support the implementation of WFP Ukraine’s self-reliance and quick impact programme portfolio (SO2). This role involves assisting field offices and communities in designing and implementing initiatives that target rural families, food-related enterprises (e.g., bakeries), community assets and market access opportunities for small-scale farmers in front-line oblasts. The incumbent will help manage operational partnerships, conduct trainings and ensure the standardization and adoption of tools by cooperating partners to maintain program quality.

Job Responsibilities

  • Contribute to the operationalization of WFP Ukraine’s 2025-2027 Self-reliance and quick impact projects portfolio (SO2), specifically supporting the implementation of operational plans and Field-Level Agreements (FLAs), ensuring alignment with broader program policies and guidelines.
  • Assist in the development and adoption of programmatic tools for self-reliance and quick impact project activities, ensuring effective coordination with other teams and field offices (FOs).
  • Support the development of Standard Operating Procedures (SOPs) to streamline engagement with food systems-related micro, small, and medium-sized enterprises (MSMEs) in frontline regions, including bakeries contracted by WFP.
  • Facilitate the operationalization of WFP Ukraine’s grant facility to support income-generating activities for individuals and MSMEs.
  • Review business plans and applications for the distribution of grants to individuals and MSMEs.
  • Contribute to the development of training packages and the overall application process for distributing grants or providing equipment/in-kind support to
  • Expand the capacity-strengthening initiatives of the Bakery Projects by identifying opportunities to improve production and energy efficiency while increasing the number of supported bakeries.
  • Collaborate closely with the in-kind (IK) team to ensure coordination among WFP-contracted bakeries and the monthly distribution of bread.
  • Assist FOs and WFP’s cooperating partners in implementing market development opportunities in communities where WFP has self-reliance work and quick impact projects.
  • Support farmer outreach efforts for the establishment of WFP-led Agri Hubs in Mykolaiv and Dnipro, providing a platform to assist small-scale farmers with a wide range of services.
  • Analyze data and contribute to accurate and timely reporting, including Key Performance Indicators (KPIs), to support informed decision-making and consistency in stakeholder communications.
  • Research and analyze policy and operational issues to assist senior colleagues in policy, program, and activity development.
  • Support the identification, development, and management of partnerships that enhance livelihoods and food system activities.
  • Perform other duties as assigned, based on operational needs.

Other Educational Qualification

Completion of secondary school education. A post-secondary education or University degree in Agribusiness, Development, Food Systems, Economics, or a related field.

Skills

  • Minimum 6 years of progressively responsible relevant work experience in humanitarian or development assistance or similar field. Proficiency in Excel. 
  • Experience in the commercial/banking sector, including monitoring and reporting on grants provided to individuals and businesses in Ukraine, is desirable.
  • Post-secondary education can compensate for some years of experience. For example, you will be considered eligible if you have: 
  • Three (3) years of work experience in combination with a Master’s Degree; 
  • Four (4) years of work experience in combination with a Bachelor’s Degree. 
  • Good command of Microsoft Excel and PowerPoint
  • Strong analytical, negotiation and problem-solving skills
  • Strong interpersonal skills
  • Fluency (level C) in both in English and Ukrainian languages.
