Job Responsibilities

  • Contribute to Country’s strategy and action plan development and implementation, by providing inputs and initiatives and following up on completion and roll out.
  • Drive implementation of global HR standards and initiatives at the Libya Country Office.
  • Implement NRC’s HR and Administration systems and procedures and ensure that country setup adhere to employment standards, HR policy, and other NRC HR and Administration policies while ensuring compliance with the local labor law and other relevant laws within Libya and Tunisia.
  • Determine workforce needs, identify human resource and competency gaps and work jointly with managers to timely review the overall workforce plan.
  • Responsible for the development of a national staff learning and development strategy. Provide policy and follow up on staff development, e.g. facilitate capacity building, career advancement and training for national staff and ensure training, support, control, and development of HR and Administration teams.
  • Management of the HR and Administration team.
  • Prepare regular reports and analysis to senior management on HR issues and trends, support the Country Management Group by providing advice and counselling on key HR related matters.
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards and principles     within NRC and amongst beneficiaries served by NRC.
  • Actively coordinate on and advocate for NRC’s duty of care standards to NRC staff.

Skills

  • Minimum 3 years of experience from working as a senior HR Manager in a humanitarian/recovery context with a strong technical background in human resources.
  • Experience working with conflict and displacement affected communities, in complex and volatile contexts.
  • Wide knowledge of NGO operations and the dynamics of the humanitarian sector, with good knowledge of the Libya context.
  • Strong people management and well experienced in stakeholder management. 
  • Change management experience coupled with extensive experience in the implementation of policies and procedures.
  • Experience with leadership development -  capacity building of staff to take on senior leadership positions.
  • Ability to work collaboratively with others and good at managing competing deadlines and work pressures.
  • Analytical, innovative and adaptable to changing context and priorities.
  • Proficiency in Microsoft Excel, Word, and PowerPoint.
  • Fluency in English, both written and verbal; Fluency in Arabic is an advantage.
